Publyq Terms of Service
1. About these Terms
These Terms of Service ("Terms") govern your use of publyq.in, app.publyq.in and any related pages, features, application programming interfaces (APIs) and services (together, the "Service"). The Service is operated by Sushilkumar S, trading as Publyq ("Publyq", "we", "us" or "our").
By using the Service, you agree to these Terms and to our Privacy Policy. If you do not agree, please do not use the Service.
2. What Publyq is
Publyq is a civic intelligence platform. It takes publicly available civic grievance information and government responses, and turns them into structured, searchable and analytical information so that people can understand what their city is reporting, where, and how it is being resolved.
Publyq is independent. It is not operated by, affiliated with or endorsed by the Greater Chennai Corporation or any other government body. Nothing on Publyq is an official government record, notice, decision or response.
3. Eligibility and accounts
- You may browse the public parts of the Service without an account.
- To create an account (where accounts are offered) or to submit information through our forms, you must be at least 18 years old and able to enter into a binding contract under Indian law.
- If you create an account, you agree to give accurate information, keep your login details secure, and tell us promptly at auth@publyq.in if you believe your account has been used without your permission. You are responsible for activity under your account.
- If you use the Service on behalf of an organisation, you confirm that you are authorised to accept these Terms for it.
4. Civic data and third party content
The Service contains three kinds of information:
- Source information: civic complaint records, status updates and official responses published by government bodies on their public portals, and public posts on social media through which residents raise grievances and government bodies respond. This information is created by its original authors and publishers, not by Publyq.
- Publyq generated information: what we create from source information, such as location mapping to wards, zones and constituencies, standard categories, translations, groupings of similar complaints, labels, scores, statistics, charts and aggregated datasets.
- Information you provide: what you send us, such as messages, correction or removal requests, and collaboration enquiries.
We limit the personal information we publish. We do not publish complainants' names, phone numbers, email addresses, postal addresses, social media handles or photographs. We use automated and manual methods to remove personal details from complaint text, but these methods may not catch everything. If you see personal information that should not be there, please tell us (see section 11).
Public officials and elected representatives are shown by their role and the area they serve, using public sources. This reflects jurisdiction only. It is not a finding that any individual caused, ignored or is personally responsible for any particular complaint.
Including a complaint on Publyq does not mean that we have verified it or agree with it. Complaints are the views and allegations of the people who made them.
5. Accuracy limitations
- Source information may be incomplete, out of date or wrong. We do not guarantee that any government or third party information is complete, current or error free.
- Status and other details show what the source showed when we last collected it. The collection date is shown where practical. The current position at the source may be different.
- Some information is inferred or produced by automated processes, including AI translation. We mark inferred information where practical. Inferred information can be wrong.
- Publyq covers only the sources described on our Data page. It does not cover every grievance in a city.
- Do not rely on Publyq as the only basis for any legal, financial, safety or official decision. Check important information with the relevant authority. In an emergency, contact the appropriate emergency service directly.
6. Publyq generated insights and automated features
- Insights, analytics and visualisations are provided for information and public interest purposes.
- Some content is produced by automated tools, such as machine translation of complaint text into Tamil and automated classification and grouping of records. Automated output is labelled where it appears, may be incomplete or inaccurate, and is not legal or professional advice.
- Please do not enter personal information about yourself or anyone else into search boxes.
7. Acceptable use
You may use the Service to understand civic issues and for research, journalism, advocacy, education and public discussion, in line with these Terms and applicable law.
If you share or republish insights, charts or figures from Publyq:
- credit the source as "Publyq (publyq.in)" and, where relevant, the original source named on Publyq;
- keep the date or period the figures relate to;
- do not alter them in a way that changes their meaning; and
- do not present them as official government data.
8. Prohibited activities
You must not use the Service to:
- identify, re-identify, locate, contact, track, harass or intimidate any complainant or any other person mentioned in a record;
- combine Publyq information with other information in order to identify an individual;
- threaten, abuse, harass or incite violence or hostility against any public official, elected representative or other person;
- publish or spread information that is defamatory or misleading, including presenting allegations in a complaint as established fact;
- access the Service by automated means (such as scraping, crawling or bulk downloading) beyond what our published interfaces and limits allow, or get around any rate limit, access control or security measure;
- disrupt or overload the Service, or introduce malware or harmful code;
- copy, decompile or reverse engineer any part of the Service, except where the law allows this;
- sell, license or commercially exploit Publyq data or insights, or use them to build commercial datasets or train commercial AI models, without our written permission;
- impersonate Publyq or any government body, or suggest that Publyq or a government body endorses you;
- submit content that is false, unlawful or infringing, or that contains another person's personal information without a lawful reason; or
- do anything that breaks applicable Indian law, including the Information Technology Act, 2000 and the Bharatiya Nyaya Sanhita, 2023.
9. Your responsibilities and content you submit
- You are responsible for the content you submit to us and for making sure you have the right to submit it.
- You give us a non-exclusive, royalty free licence to use your submissions to operate, review and improve the Service. We will not publish your contact details.
- If you send us suggestions or feedback, we may use them without any obligation to you.
10. Intellectual property
- What belongs to Publyq. To the extent protected by law, Publyq owns the Service, including its software, design, text, name, logo, and the selection, structure and arrangement of its datasets, classifications, analyses and visualisations.
- What does not. We do not claim ownership of facts or of source information. Government records and social media posts belong to their respective owners and authors and may be subject to their own rights and terms. You are responsible for any use you make of source information.
- Your licence. We give you a limited, non-exclusive, non-transferable and revocable licence to access and use the Service for personal, research, journalistic, educational and non-commercial public interest purposes, subject to these Terms. You may share short extracts, figures and charts with attribution as described in section 7.
- Our name and logo. You may not use the Publyq name or logo without our permission, except to credit Publyq as a source.
- Copyright concerns. If you believe content on Publyq infringes your rights under the Copyright Act, 1957 or otherwise, contact us with the details in section 11 and we will review it.
11. Complaints, corrections and takedown requests
You can ask us to correct, redact or remove information if:
- your personal information appears on Publyq;
- you believe information is inaccurate, out of date, defamatory or misleading;
- you believe content infringes your rights; or
- you represent a public authority and have a concern about how information is presented.
How to make a request
Write to auth@publyq.in. Please include the link or complaint reference, what you believe is wrong, what you would like us to do, your contact details and, where relevant, how the information relates to you. We may ask for reasonable information to verify a request, and we will only ask for what we need.
What we do
- We acknowledge requests within 72 hours.
- Where a person asks us to remove their own personal information, we aim to redact or remove it within 7 days.
- We aim to decide other requests within 15 days. We may correct, add a note, redact, restrict or remove the information, or explain why we are keeping it.
- We act on valid orders of a court and on lawful directions from authorised government agencies within the time required by law.
Removing information from Publyq does not remove it from the original source. To change the original, please contact the relevant government body or platform.
12. Availability and changes to the Service
We may change, add or remove features, data sources or coverage, apply usage limits, or suspend the Service for maintenance, security or other reasons. We aim to keep the Service available but do not guarantee that it will be uninterrupted or error free.
13. Third party links and services
The Service links to government portals, social media platforms and other websites, and relies on third party providers for some functions, such as hosting, database, sign-in and email. We do not control third party websites or services, and their own terms and policies apply to your use of them.
14. Suspension and termination
- We may suspend or restrict your access, including by blocking accounts or network addresses, if we reasonably believe you have breached these Terms, if your use creates risk for the Service or other people, or if the law requires it. Where reasonable, we will tell you why.
- You may stop using the Service at any time. If you have an account, you can ask us to close it and delete your account information at auth@publyq.in.
- Sections 8, 10, 15, 16, 17 and 18 continue to apply after your use ends.
15. Disclaimers
To the extent permitted by law, the Service is provided "as is" and "as available". We do not promise that information on the Service is accurate, complete, current or fit for any particular purpose. Nothing on the Service is legal, financial or other professional advice. We are not responsible for the content of government or third party sources. These Terms do not take away any rights you have under law that cannot be excluded.
16. Limitation of liability
To the extent permitted by applicable Indian law:
- we are not liable for any indirect, incidental, special or consequential loss, or for loss of profits, data or goodwill, arising from your use of or reliance on the Service;
- our total liability for all claims relating to the Service is limited to the greater of the amount you paid us for the Service in the 12 months before the claim and ₹2,000; and
- nothing in these Terms limits liability for fraud, wilful misconduct, gross negligence or any other liability that cannot be limited under applicable law.
17. Indemnity
You agree to compensate Publyq for reasonable losses, costs and claims, including reasonable legal fees, to the extent they arise from your breach of these Terms, your unlawful use of the Service, or content you submit that infringes someone else's rights. We will tell you promptly about any such claim and give you a fair opportunity to take part in responding to it. This does not apply to the extent the loss was caused by Publyq.
18. Governing law and jurisdiction
These Terms are governed by the laws of India. We encourage you to raise any dispute with us first (see section 19), and we will try to resolve it within 30 days. Subject to any rights you have under applicable consumer protection law, the courts at Chennai, India, have exclusive jurisdiction over disputes relating to these Terms or the Service.

We acknowledge grievances within 72 hours and aim to resolve them within one month.
20. Changes to these Terms
We may update these Terms from time to time. We will post the updated Terms on this page with a new "Last updated" date. If a change is significant, we will also give notice on the Service and, if you have an account, by email. If you continue to use the Service after changes take effect, you accept the updated Terms.
21. General
- These Terms and our Privacy Policy form the entire agreement between you and Publyq about the Service.
- If any part of these Terms is found unenforceable, the rest remains in effect.
- If we do not enforce a right immediately, we have not given it up.
- We may transfer these Terms to a successor entity that operates the Service. You may not transfer them without our consent.
- If these Terms are translated, the English version prevails in case of any conflict.
