Data

From a public post to an accountable record.

Since January 2026, Greater Chennai Corporation has answered grievances on X with a complaint ID. Publyq follows each ID to the Corporation’s own record, then does the work the record doesn’t: placing it on the map and linking it to who is responsible.

  1. 01 · Source

    A public reply.

A resident posts a grievance on X and @chennaicorp replies with a complaint number. Publyq collects those numbers daily. In the example shown, the post asks for debris to be cleared behind the Kannagi statue bus stand on the Marina, and the Corporation replies that the complaint is registered on its grievance portal, with a complaint number (partly hidden here).

  2. 02 · Raw record

The official record, with a gap.

The number opens the Corporation’s own record on its grievance portal: department, location, complaint type and the complaint itself. The location names an area and a street, but often no ward. In the example, the location reads Area-chepauk, locality-chepauk, street-marina Service Road, with no ward code. The complainant’s name and mobile number are redacted.

    ~57%of records have no ward.

  3. 03 · Enrichment

Filling the gap, then going further.

Every record names its area, so we use the area to identify the ward. Then each record gains what the portal never shows: a standard category, safety risk, repeat issue, overdue status, officer activity, and English and Tamil text. In the example, the area Chepauk places the complaint in ward 114, zone 9 (Teynampet), Chepauk-Thiruvallikeni constituency. It is filed under Debris and Silt, has no safety risk flagged, is one of 2 reports of the same problem, is not overdue against its 1-day target, and had 2 officer replies, the first 18 hours after filing.

  4. 04 · Mapping

    On the map.

Ward, zone and constituency are assigned from official GCC boundaries, so every complaint has a place and can be compared with its neighbours.

    Ward 114
The smallest unit of the city, with its own elected councillor. Chennai has 200.
    Zone 9 · Teynampet
A group of wards run by one zonal office. There are 15.
    Constituency Chepauk-Thiruvallikeni
An assembly seat that elects an MLA. Chennai’s wards fall in 23.
  5. 05 · Visibility

    See who oversees it.

Each complaint now shows who oversees the area: the MLA, the zonal officer and the department, and it is published to Publyq daily for anyone to explore. In the example: MLA Udhayanidhi Stalin, zonal officer S. Madhan Mohan, and the Solid Waste Management department.

Coverage

What the data covers, and what it doesn’t.

A public record is only useful if its limits are public too.

Included

Complaints raised with the Greater Chennai Corporation on X since January 2026, retrieved from the Corporation’s own grievance portal: 7,942 records across 198 of 200 wards.

Not yet included

Complaints made through other channels, and grievances handled by other bodies such as electricity or water. Bringing those in is Phase 1 of the vision.

How the ward is found

From the complaint’s area, locality and street, matched against 2,904 known locations mapped to official GCC ward boundaries. Ward, zone and constituency follow from there.

What status means

Status is what the Corporation’s record showed when it was collected. Publyq reports it; it doesn’t judge it.
